Need a programmer to help me develop a bare bones prototype app - SEE UPDATED ATTACHMENTS

Create an app that will display different shaped objects. I want to be able to connect those different objects according to an array of different options. E.g., I want to create a pictorial where I connect object A with a blue line to object B. With that scenario text string “Delta” is separately displayed next to the pictorial. I then want to be able to toggle the color of the line. Such that if I change the color from blue to red, a text string “Omega” is displayed. What programming language/platform would be best for something like this? And could results be exported into MSFT office programs? PPT? Word? Additional context: the goal is to create a web-based SaaS tool, where a user would create an account and login to the website. Once logged in, the user could use the scenario planning tool, which will have the functionality described above. So in addition to building the basic prototype, I would be looking for assistance setting up website. It needs to be super easy / intuitive to use. Also, would need it to be scalable, such that as I added more scenarios to the tool, more text strings could be generated. Not in this stage, but in a second phase, I would like to be able to give users the ability to create a multi-step scenario, where the text string is tied to an interpretation of the combined steps based on the characteristics of each single step.
