Space Garbage collector

There is a growing threat from the accumulation of spacecraft and parts of spacecraft in orbits around the Earth that pose a threat to future space missions. Assess this threat carefully and give a reasoned plan to design a strategy for the identification, removal or relocation of dangerous space debris. I need a research project on this.
