Design a CRM (wordpress or custom coded)

We are looking for a reliable freelancer to produce a custom CRM according to the attached specs. We would like someone ultra-reliable, who is capable of turning the whole project around in 3-4 weeks. Please do not bid if you are not going to follow through and complete the project. Please note that I have a *real aversion to generic bids*. I understand that it can be hard to post something unique every time - but if you post a generic posting I will hide your bid (so better not to waste each of our times) When you bid please include total turnaround time - what CRM means and any questions you may have based on the specs (as I know they aren't the easiest to read) As a general overview the software will: 1) Receive applications via email or direct entry 2) Allow tasks/statuses to be assigned, viewed and adjusted by users (see application stream, full application view and task list in specs) 3) Have an admin panel that allows some of the above to be adjusted 4) Send the completed application via a xml gateway (full schema available) 5) Possibly integrate the ability to sms clients via a sms gateway (open to suggestions on this) Thanks
