Custom Salesforce Apex Page and php page using API

Please read the attached pdf for details on this project. Basic idea is to modify an Apex page in salesforce and to create a php page that will sit on a outside web server that can update a record in salesforce using salesforce API. Give accurate quote for price and time you can deliver. What is important to me is that you seem like you can do the work, the price, and how fast you can do it. I will have more work after this little task. So I'm hoping to find someone good to help me with salesforce development.
