CubeCart functionality modification

I am a designer who currently needs a coder to set up some CubeCart functionality for my client. My client operates a delivery business, and the following are the tweaks I will need to satisfy what he is looking for:

* All payments will be processed through paypal so I need this set up...the checkout screen re-directs to the secure paypal page that I will customize by tweaking the color scheme and top banner.

* The owner will have the ability to assign subscription prices to products, so customers can schedule a monthly (or bi-weekly, etc) delivery and have their credit card processed automatically. (I've seen a mod out there that does this...if its less expensive to purchase this mod and have the coder install it I would be game for that).

* The owner will have flexibility in assigning delivery charges...for example, items he delivers not acquired from his supplier will carry a flat delivery charge, purchases over $x will be free delivery, purchases under $x will carry a $y delivery charge.

* GST and PST will have to be set up.

We are going to use CubeCart v3, unless a coder highly recommends v4 and can sell me on it as a much better option for my client's needs.
