Delphi / BCB6 app requires coder for updates

We hired a delphi/bcb6 developer to create an alert / notification software. It works very well but the developer has moved on to other things.
We are looking for minor updates, we have the source code to perform these updates. The software provides live notifications to the users desktop via mini-popup (calls a php script from remote server), allows chat between two connected users (text chat) and few other neat features.
We are interested in improving the look and feel of the application, including adding other features to chat such as "voice via [click to speak]" and a small built in RSS reader (basic one for now). Another feature we'd like to introduce is a "Software version checkup" feature that will alert the user of a newer version. This will allow our new developers to provide us updates, and us the ability to update our customers using the software in a global way.
We are interested in paying the coder per task, so this request is more or less to seek out various coders whom will be able to help us with updates. We might award multiple providers for this task, depending on the types of bids we receive.
The previous developer has provided us with all the custom libraries used to compile the app, and we have the developers email to contact if you need any additional sources not included in the package.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
