Design an advertizment magazine including all the internal adds

We are a company that is selling advertizment space to local businesses to produce a magazine that will be distributed to local citizen. We are currently looking for a designer (or team of designers) that can take full charge of the designing of all internal ads (~40 ads per issue) and build the final layout of the magazine (1, 2 or 4 ads per page). Here are some of our requirements:
- Every ad has to be personalized
- Knowlege about publicity and communication is required, you are responsable of the efficiency of the ads/magazine and the impact that it will have on the readers
- Use of personal creativity, visual communication skills and good understanding on the market needs
- Ability to work indipendently without to many instructions and deliver good results
