Create a 4mm "layer" or covering over my STL file that follows the outline of the model.

We have a STL file that I was able to create using a 3D Scanner that we need to find a way to create a outer covering that will look like the model. The outer layer needs to be 4mm thick all over. We need to be able to edit this file on our own after you create this covering. We need the new file back as STL and any other normal exports as may be needed. There may be some internal supports within the original STL as the model contains these also and the scaner picked these up through the holes when we scanned the object. File is too large to share here in the File area but I will share the file to those that have a solution to this project.
