SEO Off and On Page for a touroperator website.

This is a long term project that needs attention and undivided work for. I'm currently searching for a new company/freelancer to help me in my quest for SEO achievement.
My company has a webpage where I sell my tours. In the past I have done off page and on page SEO but results where not quite as expected. I did notice that everyone promises but no one deliveres or at least gives a larger amount of time for it.
My webpage needs immediate attention for a bit of webdesign such as changing colours or adding new tours with pictures,pricing and a bit of text on it.
I also want to reach top page for several keywords. My former SEO specialists with whom I was doing SEO started to do for small keywords and then moving for bigger search keywords. I do get it that is hard but I trust that if you allow time , it will get there and then we can talk about a larger sum or other projects to get involved with.
For my SEO I will also require that you or your company will do the text for my blog and all needed for SEO.
Do not expect for me to award this project to someone that does not personalize his offer or does not offer proper attention to my project.
This is a business I'm fond of it and I want to keep it growing. I do not want to continue selling thru big websites and cute huge commission fees as long as I'm paying for SEO. I expect results. There is no point for me to keep a website if I do not have efficient SEO.
Therefore the payment I will offer will be slightly bigger compared to my previous payments.
