implement EU cookie acceptance pop up on Wordpress with disabling personalised Google ads DFP

I need someone to setup a cookie accptance pop up on my wordpress site that will ask only visitors from EU to confirm or decline cookie policy and based on their answer then turn off personalised google ads (served through DFP), so that instead only generic ads are servied. I do not want to turn off adsense all together, only personalised ads.
You can use any available free cookie acceptance plugin or code available online and add the necessary code to turn off personalised ads and geolocate to EU.
