Convert web site into a new template

We have an existing web site that has about 20 pages plus link in some pdf's that needs to be converted to a new template. The existing site is [login to view URL] and the new template is [login to view URL] - we are looking to have the existing pages of content moved and properly adjusted to the new responsive template - all pages must be fully mobile compatible on completion and look nice with proper layout.
The current site is in php - the new template is html - will ultimately be asp - but NO PHP pages.
this is very low budget but should not be much time for experienced developer.
