To create a PC application based on MS Excel

To create a PC application based on Microsoft Excel. The application should eliminate the ability for intentional users to delete the workbook entirely (within file explorer). MS Excel can only prevent deletion of data entry by way of protecting the worksheet, but intentional user may still remove it (or copy it). The function of the application should be based on MS Excel, where all formulae are working, and linkage between different worksheets are possible. If possible, it is better to not look like MS Excel itself.
