a windows Service using C#

i want to develop a windows service with the name "Service1" Using C#. the main purpose of this service is to test if certain java program is runing or not and if it is not runing it will run it automaticaly. this testing process should be done periodaically every 3 min and forever. the developed windows service should have the followoing additional functions: 1- the ability to create text file in the path "c:\service\[login to view URL]" if not exist , and if exist it will has the ability to add information to it. 2- the ability to check if there is a process with the name [login to view URL] is runing or not, and if it is runing or not it will write that inside [login to view URL] and in which time each event happens. 3- the ability to check if there is a process with the name [login to view URL] is runing or not, and if it is runing or not it will write that inside [login to view URL] and in which time each event happens. 4- the ability to test if there is a network socket 44331 is registerd and if not then it will run a java program whose name and path is "c:\[login to view URL]" the Conditions are: 1- I need the app and the source code to be send for me 2- After 1 day from recieving the software and the source code i will release your money if the program is working fine and if not i will give you my comments on it. 3- you should tell me about the names and tools you use to develop the software and if they need any licenses Note: The network socket 44331 is registerd by the java program for the following two resons 1- to be sure that always only one instance of the java program is runing at the same time 2- to provide away for other application or service to test of the java app is runing or not .
