I need a blockchain built on either ARK or ETH

This chain has to incorporate multiple coins that can be traded across 1 blockchain. The price also needs the have a fixed variable to it that help negate bubble and major loss. Voting and burning have to be incorporated at sometime too. This is a BIG project and needs not only your work but your opinion in certain matters too.
