SEO/SEM for an information portal to Asia - a .info site

We are starting to look for a contractor who will help us get up in the search rankings for many asian terms. We are currently building the content, but we would like to start SEM possibly as early as a couple weeks from now. We want to pay someone for advice at this point. So, we are going to pay someone $30 to $100 on what we should do. The best sounding advice of course wins. It's not work, but advice we're looking for at this point.
