NET standard class use in Python, MS Office

If not, please submit your questions with your initial response. This job is a proof of concept for us. Build a .NET standard class using latest MS Vis Studio. This class will connect, send & receive TCP/IP messages via TCP port. When class receives 'ABCD', it transmits 'XYZ' strings embedded in TCP packet, for initial beta version. Build a test app using this .NET standard class in latest version of Python & MS Office 365 (Excel, Access, Power-point). If you can do both Python & MS Office, it is ideal, if not specify. In final version, the Xmit & receive text will be user entered from test apps. If a non-MS product (except Python) is used, get our approval & full source of that will be needed by us. We can provide the .NET standard class, though we prefer that you create it. Full source code of everything done (except MS products) will be provided to us & 2 hours of tech support to help integrate this into our project will be part of this job. Please quote a fixed price preferably. If hourly, provide a not to exceed man-hours. For hourly quotes without max hours limit, we shall assume a # favorable to us. 50% of fixed price or 1st hourly payment will be made after the beta version with source is provided.
