handwritten digit recognition

I am looking for a programmer who uses current approaches from the field of image processing and deep learning (e. g. convolutional neural networks) to convert image data with handwritten Arabic numerals into numeric numbers.
The incoming image files are PNG files in full color. The numbers were scanned from paper. The font can be black or blue.
The program should recognize columns of numbers from an image (these are in blocks next to each other "1 2 3 4"), as well as with single numbers functions (e. g."4" or "5").
The program should be developed in Python and may be based on OpenCV. It would be desirable to compile a compilation of different techniques which are freely available on the net.

Possible output:
