Polyline converted to a grid (or a graticule - I am unclear which).

The polyline (a piece of coastline) needs to be segmented into 1km sections - these need to extend 500 m inland, and 5 km offshore. I have no idea how to do this but assume someone out there does. Each grid cell needs to have a unique identifier - these must be logically sequential in a north-south direction.
