a virsual basic 2d avatar moving chat with multiple users chat and multiple rooms

Hello I'm looking for someone to design a chat part by part not fully at once but over time because I'm on a limit budget each week and would like to do the chat client and server over time. features are below. Would like to do one at a time. 1) php webpage log in with user register. 2) mysql back end for php webpage user accounts register and log in. 3) visual basic chat client and server back end. 4) multiple user rooms in chat. 5) user profile pages. 6) 2d moving images for each user so they can drag the 2d avatar image within the rooms there is a demo image of a old chat i use to belong time ago but close down. [login to view URL] i would like to module the chat after that image so the client side of the visual basic will be like this. 7) private messages between users. 8) public announcements. <- this feature will be somewhat later on added. i would like to do each part by part. not all at once. i can only do so much I'm disabled.
