"Spin the bottle"web based game

I need to develop a "Spin the bottle"web based game for a beer company , compatible with all major browsers and platforms (Pc, Mac, iOs, Android). There must be a winner certain number of times when the bottle spins ( one winner each 60 spins for example). The game will be accessed by different ip's, and the price counter must be updated from each visit, giving by result a winer each 60 visits). The winner will se a message with some image and text. I will provide all the jpg and png, also the hosting and domian name. You need to develope the web app and upload to the server. It must be tested and aproved.
