Redesign my wordpress website and add few features

I need to get quotes for a redesign of my judgment recovery website. (This is important)I need it to be responsive, and meet SEO standards which should be easy because it focuses only on my state and local SEO should rank well if put together right. It is only a few pages website since I only offer 4 different services. I need it to be clean but elegant. It already has a home page, (the main focus page) judgment recovery for the state I am in, contact page, and I right now use the blog for information based articles or stating laws. I need to find more content to add for SEO purposes, have images SEO Optimized, and have the content already on my site done the same way you would do for SEO purposes. Added Features: Since my company takes payments from people, I need a way for them to come to my site as an option to pay. This payment option could be a single page as long as it asks for the the information I need to properly take the payment. Or I need to be able to create accounts for people (the debtor) that will let me display what they owe, court info, and the ability to make payments in their account and give them the ability to print copy of payment. Then I would also need to be able to create an account for the creditor as well. These accounts would let me add information about their court info, how much they have that needs to be collected, and display corrections when payment is made by the debtor and when I forward payment to them in these accounts. Both separate accounts (Debtor & Creditor) need to be password protected that the user can create on there own or I setup for them, what ever may be easier. If it would make it easy to have them set the account up and give the the ability to upload documents, and then I add the information in on the backend. See in the business, I can not start to work on collecting judgments unless proper paperwork is signed and given back to me. If I could have the ability to create page that would allow them to fill in what I need, print, and mail back to me. That would work. Then I would need to be able to display their info including court info, payments, ect... in their accounts. The printing part would only be needed for the Creditor. So even if creating that kind of account for the creditor, and just have a payment page for the debtor would work. I just then need to be able to show the debtor what is left that is owed on the account. These are just many options that I have come up with, and willing to here any better ideas to make this easy as possible. Plus I would prefer to use stripe as payment option only, do not like paypal! So to some up, I would like quotes for design and added feature. Also send me a message on what it would cost just to add the feature. I am on a budget so I willing to sacrifice the design for the feature if quotes are too big. I would prefer to work with wordpress since I am familiar with it. Thank You
