PSD to Wordpress with Framework

We are looking for somebody to convert our psd design into a wordpress template.
There are the following pages:
1. Homepage
2. Portfolio page
3. General page template
4. Blog page
Requirements:
We need this page to be created with a framework that uses a page builder or is compatible with a page builder (preferably visual composer / wpbakery page builder). We can provide the license for the plugin or it should be included in the framework used.
The homepage has a fairly standard structure with a slider at the top (again, we can provide a license, preferably should be build with Revolution slider).
Contact form should be Contact Form 7.
We can configure all plugins ourselves but we need the child theme created, slider setup, all styling to match our psd design.
