Optimize a PHP page (PHP/MySQL)

Hello Freelancers, I run a filesharing website and need some minor optimisation to the file serving page. Nothing major if you know your PHP and MySQL. To sum it up: I use a JSON to get the IP address of the visitor and if the visitor is from country X, reward the file owner with X amount of points.. Country Y = Y amount of points etc etc. This system is in place and works like a charm. Now I want to alter the code to only award those X or Y points for a unique IP download. How to do this? By checking if the IP of the visitor is in the "downloads" table... If it is, award no points. If the IP is not found in the downloads table, add the points and then add the IP to the downloads table. The "downloads" table will be trunicated every X hours so no worry about timestamps and such... I offer 23€ for this quick job. (takes 10 min if you got it.)
