New LMS for online continuing education courses.

I would like to create a new LMS, while turning the existing website "static" but accessible to customers wishing to retrieve their records. You must be experienced as a web administrator in the use of Learning Management Systems to be considered for this job.
I want customers to have the ability to make a purchase of the same exact course previously completed (or course package), as often as they want. I do not want restrictions on this. I do not want a "subscription" option for customers, or a "lifetime access" to retake the same course without paying for it a second time. If you purchase a course on "ETHICS" in 2017, you should have the ability to purchase this course in 2018, 2019, 2020, and beyond.......with the ability to see previous years records. I want to re-sell the same exact course in each (1 or 2 year) licensure renewal period for health care providers. The majority of my clients are licensed massage therapists. They read content, take an exam at the end, and achieve a certificate.
Typical challenges associated with a using LMS software:
Software updates, upgrades, and bug fixes that interfere with any customized work to that software.
CUSTOMER RECORDS: Customers need the ability to see a record of completed online ce courses, exam results with test questions and answers (correct/not correct), and course certificates that are time stamped upon completion.
USER ACCOUNTS: information must be pulled from customers at initial signup, which is used in the generation of course certificates.
At a very basic level, a user account should capture the following:
First name
Last name
Professional License Number
A certificate of completion is to be generated upon successful completion of reading materials and an exam at the end. Customers should not be able to change or alter any information on a certificate once it is generated.
CERTIFICATES - must display the following information below:
Heading: ("Certificate of Completion")
Name of course completed (example: Professional Ethics 4 CE Hours).
First and Last Name of person completing the course.
Date of completion.
Professional License Number.
CE Provider's information (company name, ce providers name, address, phone, email, provider number, and a provider signature.
