Modify K-Rate (Hot or Not) rating system

I have the K-Rate rating and dating (Hot or Not) system installed and up and running. It is very much an adult site.

There are a few modifications to make and bugs to fix:

- Force new browser entering the site to visit a simple "I am old enough" page before continuing to the requested page. I need to be able to this to individual pages and, hopefully, to directories.

- Implement the ICRA Online Safety Label (or something similar); (at the moment the site only manages an "Amber" on this page: [url removed, login to view], for reason no.2).

- Implement a member option: so they can choose to only show their picture to other members.

- Fix a "bug" whereby a just-registered user doesn't appear in the new-users/men/women sections until their picture has been voted on in the all users section.

If you are not familiar with the K-Rate system, it runs with template files and mod_rewrite.
