Magento script to run when order is placed -- 2

We sell a monthly subscription service to customers. When an order is placed on the website, we login to an external panel to activate/add more months to a subscription for the customer. I would like this automated. I want a script to run when an order for a subscription is placed and I want the script to login to external panel and make the necessary changes for me. The external panel is in PHP/Javascript. It includes 3 fields that needs to be filled and a drop down menu for the number of months to be added.
I need someone familiar with the Magento structure. I also need some basic logging to see if any has failed that needs to be done manually.
Adding months or updating a subscription requires just a couple POST http requests. Project probably takes about 30-60 minutes. I could possibly do it myself, but much rather have a someone more suited for the job handle it.
