Magento Product Import Script

We have an almost-completed Magento import script which connects to an external XML products feed and pulls data into the Magento database. We need to finalize on the syncing of products between the Magento database and the product source feed. Currently, we can import products in one-direction into our Magento store.
The product feed is large XML data and the products in the feed are grouped into categories. We need to import only a small portion of the products meeting certain source categories. We also need the ability to delete products from Magento that no longer exist in the source product feed.
The script would be scheduled to run frequently on the Magento server in order to keep the products in our store up-to-date.
The script does not use the Magento product import/export API due to performance and large server resource overhead. It downloads and parses the XML data and then creates products in Magento.
Products imported from this XML feed have special product shipping rates. This needs to be incorporated into the shopping cart.
When bidding please demonstrate the following:
* proof that you have created this or something similar for Magento before
* familiarity and expertise parsing large XML data. Ability to loop through XML data to selectively retrieve data meeting certain conditions
* expertise with long-running scripts with that utilizes lowest amounts of server CPU/RAM/disk possible.
Budget: US$250 (negotiable)
