Expert knowledge in Php, Postgresql, Amazon web services AND CodeIgniter needed

We have worked with multiple companies over the years and always find ourselves facing the same problem... Staff that is working on our project leaves the company we've contracted, someone else takes over and we seem to go round and round in circles without ever completing the advanced platform that we're working on. As COE I'm sick and tired of this now and need to find a RELIABLE company who has an honest, hard working, EXPERT developer that they can put on the task for us who can take over the production and first of all DOCUMENT everything properly that has been done so far and then TAKE OVER the project for us and finalize it so that we can start using it.
NDA agreement needs to be signed before we can give you any additional information and the current developer said he would be helpful over email and sometimes skype when he has time in order to make the transition as smooth as possible.
So for now, I only want EXPERTS bidding on this project with great feedback, loyalty and industry expertize.
The different tasks are:
1. Document everything done so far with/without the help of the current developer
2. Create API's
3. Finalize the website that uses the information
4. Write advanced scraping scripts to retrieve specific information, alerts if a script stops working etc.
More information will be given over Skype video call once NDA agreement has been signed.
The set budget is a suggestion but it may be possible to extend the project for several months.
