Hello! I can do it for you but, why dont use another tech? Like Tangle with IOTA? i mean for the GAS consuption of the ETH blockchain, also, if you wanna do it in blockchain is not a problem i will do a smart contrat for voting and the Front end and back end dev. I will conect it to ETH Dev Blockchain and make a option to change you to the live blockchain.
