Custom modify for wordpress theme

I am looking for a good freelancer who are expert with wordpress. I am not currently happy with two freelancers who have not complete on my project that they both didn't complete on my request. One of them have messed up the code that make my wordpress look in a mess. I have modified the theme that I used which is called twentyseventeen to make it my own theme. There are alot of things that need to be done correctly.
1. When you use the normal screen mode, the navigation bar will go below the header but when I set to a full screen mode, the navigation bar will go on the top below the header. This need to be fixing.
2. For sidebar on a normal mode, the sidebar will go below the content as it didn't go on the right side in a normal mode but when you set to a full screen mode the sidebar will go on the right side. The content need to resize.
3. The search box border need to resize to the left for [login to view URL], [login to view URL], [login to view URL] and other php files.
4. I want to use the template by using get_header(); ?> and <?php get_footer(); to get the header and footer without input the html code in the script such as [login to view URL], [login to view URL] and 404.php.
5. On a normal screen mode, the footers for the image and bottom footers did not stretch to do the full size from left to right. It need to do the full stretch on a normal and full screen mode.
6. If you use search, the footer will not show up. Example: [login to view URL]
7. For 404, if you put something incorrect in the end of the url like this: [login to view URL]
It will use different theme. I want to use my current theme. I want to use <?php get_footer(); and get_header(); ?> for every script such as [login to view URL], [login to view URL] without input the html code. It need to be fixing.
To save me alot of time, money and headache, I have uploaded the wordpress theme for you to work it on. You must use your own server to work on it. If you have complete it, please send me the link for proof so I can take a quick look. If you have local server on your computer, please invite me to teamviewer. If I see one of you is good to set up correctly with my request, I will then reward you so you can send me the files and I will release the payment when I am happy with your work.
