Custom jGive Extension Needed

Hello! I am developing a crowdfunding service for project owners to pretty much create video content for donations. My question is, can this extension be customized to only release funds based on user satisfaction of the video delivered? Maybe even create and use a voting system once the project owner has been completely funded and the video has been submitted for viewing? I do not want users to donate to a video project only to watch a bad video and lose their donation. Instead, if let's say less than 50% of users are not satisfied with the delivered video content, people who have funded the project will be reimbursed half of their contribution. Is this possible?
