Create Wordpress Plugin for our Website

We have a Wordpress website that needs a new feature. We are NOT looking for a website, just a simple plugin for the site. Here's what we want.
NOTE: We need a plugin, it's up to you if you customize a free plugin but we DON'T have one.
Admin Feature:
Admin can create one or more contest
Admin can start or stop or reset contest at any time
Admin can select a winner randomly
User Feature
1. User login using FB account
2. Once user is logged in, user chooses numbers 00-99 (must have an option to change the number like 000-999)
3. Once user selected a number, that number is then locked to that user only.
4. User can only select one number per account.
5. User info like FB profile pic at Name should be displayed in the number selected
Must be clean code and responsive
Should have the ability to display images and texts somewhere in the page, like image of a product
