Centralized Resources Website development

I need a new website. I need you to design and build a website for my small business. Forum page, source for resources for information. Using Craigslist style as a base, simplistic and easy to use design. The website will be free to use, but have membership plans for businesses (varing cost based on type of business/individual membership). The site needs to have integrated/automatic translation. Link to company pages, with Companies will have a profile that is searchable for under a particular thread. I would love help. Please be fluent in Spanish.
