build a mobile based website

hi, i want to design mobile based website in core php. it is used to design downloading options for mobile and website. in downloading option include ( wallpaper/ images / ringtones/ movies/ songs ) etc. mock-up designs and wire-frames are already design. for more detail plz check attached files :- API folder, document , mock-up designs and wire-frames (no advance payment will be pay only initial milestone creation )
