Build a countdown auction website similar to [login to view URL] - bid under 100$

Seller can request to register and register products for auction.
They will have small bid to make the auction live, then a final sale fee to pay only if the product sale.
The auction need to be a countdown where buyers can bids. No required to pre-buys the bids.
Buyer can open account to check auction and buy.
They can pay by paypal and other payment processor when they win auction or recharge account.
It need to be similar as [login to view URL] but not the same design. It need to be different.
Administrator of website need to approve listed products 1 time then the auction can goes on whenever the seller make an auction up. (products saved, no required to make new listing each time)
Ability to manage auction, accounts, block... everything with some "dashboard menu"
Bid only if you have experience on this kind of auction website and if you able to do this project.
