I would build this on the Joomla framework and integrate a well supported classified ads plugin. This is a pretty simple project unless something significant is missing in your description. Joomla is a good fit for this as it has great user rights controls which can be leveraged when implementing the paid listings feature. Thank you for your consideration. Mike
