Add WordPress 2017 navigation to Underscores theme

I need a WordPress developer to be able to do the following.
Download the underscores theme ([login to view URL]) -- must use the Sass version.
Import the theme unit test ([login to view URL])
With that theme, replicate the desktop and mobile menu functions (and styles) of the WordPress 2017 theme ([login to view URL])
You would then to share the project with me on Github, and just include 2 commits (1 the the initial commit, and the other when you've replicated the functionality and style of the menu).
