Develop custom codec/software

I require custom codecs to be developed based on the existing Opus & Theora (both open-source C language based ) codecs for use towards creation and playback of audio & video files. Here is a break down of my project goals: - Use the Opus code base to create a command-line encoder that can accept audio mp3 and output a new format which I shall call "nva". An 'nva' will have the same advantages as an opus file (compression, fair quality, meta tags etc) but will have unique packet arrangements which makes the file unplayable by mainstream media players. - Write a script to automatically use the encoder above to convert an mp3 placed in a given linux directory into the 'nva' equivalent (while percentage progress output messages given during the conversion process) - Use the same Opus code base to create a decoder to play 'nva' files. This decoder should usable be as a java/javascript library so as to incorporate it in cross platform apps to enable 'nva' audio playback. - Use the Theora code base to create a command-line encoder that can accept video mp4 and output a new format which I shall call "nvv".
