Create Wordpress Plugin for Group Registration & Management

We need a Wordpress plugin to work within one of our pages on our website which allows a user to either search for an existing group or register to create a new group. These groups are either already existing or new ones can be create. Our users can visually view (through a graphic I have created and will provide to the awarded candidate) which groups are already full or have openings. For the ones that have openings they can register to apply to that group. In both instances they will select a button which will show a registration form which they need to complete which is a combination of free-form text fields and drop-down fields. To go along with this plugin we will need to add a section to the Wordpress Admin panel to manage this plugin. It will include the participant registration information, the ability to move, add or change the drop-down text, manage which users are assigned to which groups, the ability to send automated messages to the participant related to their registration and a section for settings that will help us to provide structure to the plugin. Upon selection of the right candidate for this project I will provide a very detailed and visual representation of what this plugin should look like. All of the graphic details as well as all the language and data for the drop-down will be included in this document. Due to our reliance on using Wordpress and the simplicity that it allows us to utilize we prefer this to work within Wordpress and developed in a way that can be easily upgraded with future releases of Wordpress. We also may need this plugin to be pulled out and added to a website which we are currently developing so using technologies that allow for this is preferred. We also have some additional features we would like to add to this plugin that will make it even more useful for us. So the candidate that is selected has the opportunity to capitalize on these enhancements. At this time the features we have described will get us up and running and move us from our manual process of tracking this in MS Excel.
