Build a new URL shortening service

I would like someone to build me a URL shortening service similar to [login to view URL] The service will be used to redirect users to the correct link for their device, android, ios, desktop/other. A user should be able to create a new shortlink on the homepage, by entering links into three boxes, the link they will be redirected to if they are on an iphone, then the link they will be redirected to if they are on an android phone, then the last box is the default or desktop link. Once you press submit, you will be able to login (using facebook auth) and see the click stats of your url. Total clicks, then the break down of ios/android/desktop. You should be able to specify the url fragment for your shortlink (if available) - like /foo or /bar or /gobbledygook It should be written in python or php with a mysql backend and be able to be deployed on my server or run locally. The service will be at the URL htttp://[login to view URL] which i have purchased already.
