XML back-office in PHP

Hello, I need a PROFESSIONAL PHPer with experience in reading and modifying XML files. Background: The site I have consists a FLASH file that works like an image gallery. The FLASH images are read from a XML file, then loaded into the FLASH. Requirements: I need some sort of Back-Office to control the XML file for my client. The Back-Office will be a PHP file that reads from the XML the images location and properties. The Back-Office will have the option to change the XML accordingly to the following options: 1) Add image ( with an option to upload a new image ). 2) Remove image / Move up image / Move down image. 3) Rename the images title. 4) Save & Cancel buttons. Specifications: The encoding for the PHP file will be "UTF-8". Any bids above 140$ will be ignored. Thanks.
