Read text file, process data and display on website in fancy way

I need a webpage, maybe php of java script that will display data from a text file. It will read the text file and display the status of the devices the text file monitors. A sample of the text file is below. It must read the latest time stamp and display only the latest data. It will also look up the site ID number in another text file to get the site name. My webserver is running Apahe
