Fix the Top Banner Positioning.

Match all the top areas with the banners to the homepage top area. The banner on the homepage is getting cut off about 3 out of 10 times. We need to find out and fix why the banners are getting cut off at the bottom. (Sometimes, even two banners are showing up stacked together). Use the homepage as the template for all other pages. The spacing between the search box and the banner should also be consistent throughout other pages.
