Create Website Design and xhtml/css Smarty Templates

Make it 100% Search Engine Friendly URLs ****** The design will be tableless, driven by CSS and W3C compliant. ***** Must know SMARTY TEMPLATES!!!! Will provide all the existing TPL files and variables. !!!!!!!!!!!!!!!READ THIS!!!!!!!!!!!!!!!!! You will have access only to the TPL files and not the entire site as you don't really need it.
