This project has two parts:

1) I need someone to train us on how to georeference a scanned image (TIFF or JPG) of a zoning map.

2) I need to know how to setup an open source GIS Map Server to host this georeferenced data.

Both tasks should involve only the use of open source or low cost software and should not rely on any commercial products.
