Hello Haymon, I have built similar systems on top of Amazon AWS technologies, specifically S3. I specialize in light-weight PHP / SQL applications where user file storage is typically common. In addition, it appears your users will also want the ability to share their contents with everyone, or with selected other users via a "contacts" list. I will build the front end in Twitter Bootstrap with a simple user registration / information system from a SQL database. I can have this project completed in under three days. Once the project is ready to use, I would be able to help you setup your hosting, if that is required. The long term cost of S3 storage is very low, usually about $.01 per GB of storage. I recommend using Amazon AWS for you hosting and database needs as well. Thank you.
