Text Ad Complete Program

This is not for new programmers. You must have experience that you can show. We are looking for someone to build an entire system to run an ad program on for other websites. It will be similar to <a href="[login to view URL];>Text Link Ads</a> and <a href="http://performancing.com/partners/advertisers/blog/816">Performancing Partners</a> This is the entire system so you must be knowledgable of Text-Links-Ads. This must have a backend for publishers to check their stats, and change info. It must pull info from Google Pagerank and Alexa similar to Text-Link-ads. It will also have a way for advertisers to log in and make payments via paypal and direct credit card payments (in the future). It must show amount of clicks (CTR) and amount of views. It also must give credit for those that refer both advertisers and publishers. Where I can set a percentage for 12 months so that they earn money from everyone they refer.
