Convert SWF Design Tool To either HTML5 PHP or any accesible platform

We have Flash based instant design tools. We recently noticed that IOS and some droid phones do not support flash. We are looking to have our 27+ designers converted over to any widely compatible format such as HTML5 or PHP. This project is to convert the first design tool. Once we are satisfied with the new designer, we will award the remaining designers.
Each designer allows the visitor to input text, select size, colors, fonts, options, etc. Once the 'add to cart' button is pressed, the design image is emailed to the visitor and to our email system. The information is then mated to our existing MIVA shopping cart. Whatever format the new designer takes, it must have this functionality. Right now we are using MIVA but have an opencart php cart in development.
Our biggest goal is for this to work across virtually all platforms. (phones, tablets, laptops, desktops, in all OS)
This is our second time offering this project. The first developer did not provide anything. While we are eager to get this done, we are going to be very selective on our developer.

i can do this work. but in java swing or applet. this java swing or applet can be displayed in webpage through html. but i dont know anything about MIVA. so i cant connect this app to it. it will only send the emails.
