Web based route tracking system for deliveries

I need to create a web based tool to track delivery routes in several metropolitan cities. Starting with the Phoenix, AZ area in the US. Our company does a lot of deliveries and has divided our area up into "zones". The are not limited to just zip codes as several zones could contain the same zip code. We currently use a blow up of a physical city map to see what addresses belong into which zones. What I am looking for is a tool where I can type in the address of a client or perspective client and see what zone they are in. A big plus would be if we could also get a graphic of a map from mapquest, yahoo, etc after the address is typed in. Whoever accepts this project will receive some type of a copy of the map. This would be very similar to what the US POST offices uses for their couriers and mail sorting. Eventually I would want to do this for several other cities such as: Las Vegas, NV Tucson, AZ Denver, CO Salt Lake City, UT and maybe a few more. Notes added 8/10. I have been asked to be a little more detailed so here is the best way I think I can make it understood. I use the Post office as an example. The post office breaks all areas into routes. Each route has courier. The route can include one of several zip codes, and/or one zip code can cover several routes. That is why I cannot use zip codes to do this. I believe whoever does this will probably need some experience with GPS as I think that is the easiest/best way to do it. Currently we have a large map of the metropolitan area we live in devided into several zones for deliveries. These zones can be large or small and not necessarily just one big square. I figure if you can setup a database that defines the zones within seeveral GPS bounderies, then when someone types in the address, it is converted to a GPS location, and depending where it falls in the GPS boundries we setup will determine the zone it is in. I included a map for illustration. The black line show the routes/zones. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform I have access to the following web technologies: Windows 2003 web server with IIS 6.0 MS Access, SQL 2000, or MySQL for backend. I would prefer not to use SQL 2000 if possible, can if I need to. Perl, ASP, ASP.NET, Java for front end.
