Looking for someone to walk me through a simple php template setup. I have seen them around with the href='x

example:

[url removed, login to view]

Say, there is an image with this link. When the user hovers over the link it shows the link as shown above. It does not show [url removed, login to view], [url removed, login to view], [url removed, login to view], or anything like that..it just shows ?x=page1....I wish to know the setup for this as it seems a good way to build a template that uses PHP code.

Please remember that this is just for knowledge to do this and no time consuming required.
